Minutes of the N G O  Coordination meeting held under the Chairmanship of District Collector on 14.6.2005 Regarding construction of permanent houses to the victims of Tsunami.

 

            The following officials were present:

  1. Project Officer, DRDA, Nagercoil.
  2. District Revenue Officer (Relief), Nagercoil.
  3. Executive Engineer (RD), Nagercoil.
  4. N G Os who are participating in the construction of permanent shelters.

 

District Collector  welcomed the gathering and explained about the urgency to expedite the construction of permanent houses to the victims of tsunami.

Land ready

NGO represented that as they have not been given larger allocation there is a problem in mobilizing the left.  However, the problem would be solved and works would be commenced soon.

 

             The District Collector made an appeal to all the    N G Os to initiate necessary action to commence the ‘ insitu ’construction as there is no problem in thesite and the land is  already available with the beneficiaries in their own names. It should be completed in a phased manner by following the various technical aspects which  need to be adopted in Tsunami areas. 

PERMANENT HOUSING FOR THE VILLAGES FROM MIDALAM TO NEERODI 

            In addition to the existing numbers of permanent shelters to be constructed to the victims of Tsunami,  which has struck on 26.12.2004 additional permanent houses are to be constructed to the people belongs the coastal villages from  Midalam to Neerodi, which are also getting affected every year.   Villages between Midalam and Neerodithurai (about 14 villages) were also classified as Tsunami affected villages and houses within the 40 Feet from the High Tidal areas were planned to be shifted.  Roughly about 850 houses are to be constructed in these areas.   Collector requested the  N G Os who are interested in taking up the construction of houses  to suggest the number of houses they propose to take up.

 

Following N G Os requested to allot the  houses to them.  Other N G Os were requested to provide two days time for furnishing their willingness to construct the houses.

              A Training programme for the Engineers of Government and N G Os is proposed to be held on 17.6.2005 at 10.30 AM in the DDC Hall, Collectorate, Nagercoil.  All the NGOs have been requested to depute their Engineers for the training wherein all the technical aspects need to be adopted for the construction of houses will be deliberated.

MINUTES OF THE NGOs MEETING CONDUCTED ON 03.04.2005 UNDER THE CHAIRMANSHIP OF DISTRICT COLLECTOR FOR TSUNAMI – RELIEF AND REHABILITATION

CONSTRUCTION OF PERMANENT HOUSES:

                The Copy of Government Order has been issued to all the N G Os, who have participated in the meeting. 

 

               The District Collector has explained about the   Policy of the   Government  regarding  resettlement of Tsunami victims, who have lost their houses consequent to the recent  tsunami which struck the coast on 26.12.2004.   

                Some of the NGOs have sought for clarification on the following grounds: 

a)     If the victims owned a house within 200 Meters from the Sea shore, they may be permitted to reconstruct their houses in the existing place, at their own cost.

 b)     The NGOs also raised apprehension that the lands which will fall vacant within 200 Meters from the high tide line due to recommendation of houses (for fully damaged, partly damaged and undamaged houses for which offer received) beyond 200 Meters will be used for tourism activities and this will hamper the fishermen. They also  pointed out that those lands should be vested with the community itself. 

c)         In the course of meeting, a doubt was raised  regarding the lands in the name of  the church and its status during the implementation of the policy.

The District Collector in his reply stated that  clarification  will be obtained from the Government in these matters.

d)           Regarding the issue of structures which are to be constructed, during the course of the meeting, a Committee was constituted comprising of the EE (RD), representatives from TATA Relief, Care India, S E D, R U C and Salvation Army.  This team will discuss the technical issues regarding the stability and structural soundness of the buildings.  

e)     The NGOs, were also allowed to construct the houses according to the Rs.1.5  lakhs slab as per the needs of the beneficiaries from there designs matching safety standards.  But, they were also requested to adhere to the basic norms  as  prescribed by the Government. 

f)        The Collector stated that lands will be made available for constructing houses within four weeks time. 

g)     The Project Officer, DRDA will be forming Technical teams comprising of Engineers and other technicians  as per G.O. to assess the extent of the damages caused to the houses. 

 Repairing of Houses:   

Collector explained the importance of the work and requested all the NGOs to expedite the repairing of the houses. 

Collector also clarified that all the repairable houses irrespective of  cost can be repaired if it can be repaired.

                  The Collector requested the NGOs to take care of the Livelihood aspects of  the  people  who  are  involved  in  non  fishing  activities.  Small  items  like   tailoring machines,  petty  shops,  and motorised  coir machines can be purchased and given to the needy people. Some of the NGOs  also  came  forward  to  set up water purification plants in various affected places. World vision , KSSS, and  CARITAS came forward to install these purification plants.

                  It was also decided to invite the JD (Agri) and the DFO to attend the next NGOs meeting , that is to be held  on 10-03-2005 at 5PM at Hotel Vijayatha, Nagercoil.

           Collector requested the NGOs to consider the requests such as needs of  Fish venders, Persons who have lost STD booths, sewing machine etc.

           Finally District Collector asked the NGOs to narrate the innovative initiatives carried out by them. 

·        Caritas & KSSS informed that they are organizing 40 cultural programmes in all affected villages.

·        CSR informed that child development center is being run by them to take care of the children.

·        CASA informed that TOT on Trauma counseling has been organized for Trainers so as to give counseling to affected people.

·        Holy Cross Sisters informed that educated youths from the affected villages were selected to render various services.

·        Intervida informed that they are assisting the students for their fees & patients for their treatment.

·        SOS Children informed that they have made arrangement for paying monthly study fees to 72 students & they are ready to support additional 300 students.

·        Red Cross informed that they got sanction to conduct two cyclone shelter and Rs.7.00 crores worth of Relief & Rehabilitation work in Kanyakumari District.

·        ESAF & EFFICOR said they are conducting evening recreation camps for youths, evening special tuition classes to students etc. 

It was decided to hold next meeting on 1st March 6.00 PM at Vijayetha Hotel, Nagercoil.

 Collector informed that village wise details of various categories of disabled persons list for the Tsunami affected areas is available which was furnished by District Disabled Rehabilitation Officer. NGOs can have access to that and arrange to assist them if whichever NGOs are interested. NGOs can also assist other disabled people if they come across over and above the given list.

 Repairing of Damaged houses.

During the first NGO meeting held on 14.1.2005, NGOs were agreed to take up repairing of the repairable houses in their adopted villages. While reviewing the progress made in this aspect, it was noticed that some of the NGOs have started and works are in progress (SCAD, SOS Children, Caritas SWISS, KSSS, Caritas India, DC and Stella Mary’s). Other NGOs (ESAF, Action Aid and SED, Holy Cross Sisters, Salvation Army and RUC) have so far not started the works, but promised to commence the works early.

 Some of the NGOs like Inter vida, CASA have shown interest to take up repairing of the houses in their villages (Muttom, Verrabagupathy & Simon colony portion). This was agreed to and they have been requested to commence the works.

         Livelihood Support

 All the NGOs were requested to supply livelihood things such as Catamaram, Nets etc., to the fishermen. So as to resume their normal life early. This has been emphasized in all the earlier meetings also.

Action Aid, SOS Children, CASA replied that they have started distributing such livelihood things. Other NGOs viz. Inter vida, Holy Cross Sisters etc.. informed that they are making arrangements for distribution. 

All NGOs were requested to concentrate on livelihood things so as to restore the normal life early.

Supply of Essential Commodities as per the list

During the last meeting a list of Essential Commodity items were distributed to all NGOs. Some of the NGOs (CASA, ESAF, SOS, DC) have arranged supply. Other NGOs were also requested to supply these things early.

Flooring

As per the decision made earlier all the NGOs have completed the flooring works in all the Temporary huts.

         Bathing and Washing facility  

All the NGOs have replied that adequate facilities for bathing and Washing have been made. NGOs have requested the Collector to ensure through local bodies to provide adequate Water supply. SCAD NGO represented that hand pump installed in Kottilpadu became defunct and requested to set right. As the hand pump got silted up alternatively Collector ordered to install Ring well there.

 Salvation Army NGO was requested to erect Bathing and Washing facility in Kanyakumari and Vavathurai (Near Tourist Office) Temporary huts area early.

         Common Shed

Regarding the construction of Common Shed, all the NGOs have replied that wherever space available they have either put up the common shed or work is under progress. Collector requested the other NGOs also to start early by suitably identifying the land nearby.

 Flooring:

          All the NGOs who have taken up the construction of Temporary huts have reported that Tile or concrete flooring work has been either completed or works are under progress. All have agreed to complete latest by 31.01.2005. Collector has emphasized the need of involving the local community in executing such works to the possible extent.

 Common Shed: 

          Some of the NGOs have asked for type design if any for the construction of common shed. It was replied that no such design is available and they have been asked to take up in all the locations wherever space available and the size of the common shed is to be decided based on the number of huts constructed in that location. Only thing to be keep in mind is common shed should have roof with all sides open so that it can have better ventilation & is less hot in the day time.  If any community hall is nearby (like Periyavilai) that also can be used as common shed.

Washing & Bathing facility:

          All NGOs have reported that adequate washing & bathing facility has been put up. Collector requested them to take necessary action to keep those places neat and tidy.

 

Supply of plastic chairs, Table Fan, Television sets, Mosquito coils etc:

          Collector expressed his happiness over positive response by many NGOs who have volunteered to supply the above things. Especially KSSS & CARITOS SWISS have volunteered for the supply of plastic chairs, TVs, Fans etc. This was appreciated and they were requested to supply their item early.

 Supply of Essential commodities needed for the households to run the family:

           A list of such essential commodities which were required for the households for a month has been prepared and circulated to all NGOs. Collector has requested the NGOs to supply the above things along with whatever they like to supply thro the kits. The list has been prepared based on the field study and it was emphasized that the list is not exhaustive and any NGO which wanted to supply over and above are welcome.

 Supply of Livelihood things:

          Livelihood things such as Catamarans, Vallams, Nets etc are the crucial things for the fisherfolk to start normal life. Though there are certain Catamarans, Vallams, Nets etc are still available with fishermen they are not venturing into the sea. 

          Hence all NGOs were requested to talk to the community & convince them to commence the fishing operations early. 

          It was clarified that whatever Govt. gives as assistance so far, is for repair of catamarams & boats & and for procuring new nets for commencing fishing activities.  Hence fishermen as well as other NGOs should not have any doubt that for ‘new fishing equipments’ to those fishermen who have lost the equipments Govt. will come out shortly with a package of assistance. 

          Further NGOs were also requested to arrange whatever fishing equipments they can arrange to the fishermen for commencing fishing operations. 

          CASA-NGO said that they are arranging livelihood things such as Tools and equipments for Masons, carpenters etc in Veerabagahupathy village.  Collector appreciated their efforts and requested other NGOs to do the same in their areas.

Other Issues

The list of such categories was prepared as on 25.01.2005 & the same is available with district administration.  NGOs can have access to the list and latest report may be got ready by themselves in their respective villages.

It was decided to conduct next meeting on 04.02.2005 at 6 PM in the same venue.

MINUTES OF THE NGOs MEETING CONDUCTED ON 22.01.2005 UNDER THE CHAIRMANSHIP OF DISTRICT COLLECTOR FOR

TSUNAMI - RELIEF AND REHABILITATION

Flooring for the Temporary huts.

          It has been  decided in  the  last meeting to   put concrete  flooring   in  all  the  temporary  huts  put up.  But  it  was  felt that  in  addition  to  cement  flooring  (as it need more  time  for curing).  Tile  flooring  which needs l esser  time  for  curing and  quick  in   execution   may  be  put  up.   This  decision  can  be  taken  by  the NGO`S themselves.

          All the NGOs agreed for the  decision and  agreed to put up the same.  Some of the NGOs already started execution  & remaining of them agreed to start early.

 Common shed

          It was agreed by the NGOs to put up common shed wherever possible in the temporary hut locations.  This will be reviewed in the next meeting.

 Washing facility

          Some of the NGOs (SOS  children,  Caritoss  SWISS, SCAD, OXFAM) have completed the washing facility  in the temporary hut locations.  Others NGOs have also agreed to complete early.

 

Mosquito coils

          People who are in temporary huts are demanding for mosquito coils to tackle mosquito menace.  NGOs were requested to provide the same.

 

Aattukal & Ammikal

          As it was promised most of the NGOs have provided  Aattukal & Ammikal.  NGOs were requested to provide wherever still the need is there.

Plastic Chairs

          As it was considered necessary it was decided to give atleast two chairs to each huts.  CARITOS & KSSS agreed to sponsor one chair per hut.  ESAF also expressed interest to supply. They are requested to make early arrangements to supply the chairs .

 

Table Fan

It was represented by most of the hut dwellers for supply of table fan to reduce the heat.  All NGOs were requested to consider and give their commitment regarding the number 

or the money they can sponsor.

 

Supply of Television sets

Availability  of   Television  in   temporary  hut  locations   will   provide entertainment  to  people.  Hence  it  was  decided  to  supply  Television to all temporary huts locations.  Totally 64 temporary locations are available.  KSSS has agreed to supply TV sets for all locations.

 

Repairs of Motors, OBMs

          An NGO, SIFFS is doing excellent service in repairing of motors & OBMs.  They have been requested to continue their services.  As Govt. has also come forward for providing assistance to this item SIFFS has been asked to take note of this and render more service.

MINUTES OF THE NGOs MEETING CONDUCTED ON 18.01.2005 UNDER THE CHAIRMANSHIP OF DISTRICT COLLECTOR FOR TSUNAMI - RELIEF AND REHABILITATION

Apart from the above Hon’ble Justice Thangaraj, Chairman, Tamilnadu State Human Rights Commission also participated as a special guest.

 

·        In the meeting all the NGOs confirmed that they are working in their respective areas assigned to them and doing the additional toilets & bathroom work as promised by them in the earlier meeting.  Required land may be identified in consultation with the local officials and the peoples representatives wherever they face problem if any. 

·        As it was represented by the people, it was discussed and decided to put up cement flooring / tile flooring in consultation with the occupants.

·        As the temporary hut will be very hot in the daytime it was felt necessary and NGOs were requested to put up common shed open from all sides in all the location wherever sites are available.

It was also decided that while doing the above things government do the work in those places where government have constructed temporary huts and NGOs will do the work wherever NGOs have put up the huts.

·        Apart from the bathrooms, washing facility is also found to be required. Hence NGOs were requested to the put up wash facility in all the temporary huts locations.  While putting such wash facility it was requested to keep in mind the proper drainage and sanitation aspects etc.

·        It was decided to put up electrical plug points in the common kitchen sheds constructed in the temporary huts locations for the use of Mixie, Grinder etc.

District administration will do so for areas where they have taken up construction work and NGOs will cover their area.

 

NGOs were requested to bring any issues, questions or observations & suggestions and the following were discussed and clarified.

It was clarified that assessment of damages to property has been completed for houses, boats, nets etc. except for OBMs and  mechanized boats. Hence there is no problem in attending to repair works.

It was emphasized that all NGOs who ever is helping to repair of houses, boats, nets, catamarams can go ahead and do the needful.

It was clarified that the food materials and other things will be supplied by district administration from the relief materials received from donors.

 

In the meeting Hon’ble Justice Thangaraja,  Chairperson   Tamilnadu State Human Rights Commission attended as a Special Guest & lauded the efforts of the District Administration &  NGOs and advised all the  NGOs   to work unitedly and wholeheartedly  for  the welfare  of the  Tsunami affected people.

 

At the end, Collector reemphasized that all the NGOs who are working in different villages should work unitedly with other NGOs and organizations who may also have plan to do rehabilitation work in the same villages by handholding them for the cause of affected people and also to ensure that relief & rehabilitation measures reaches only to the affected and needy.

 

The next meeting would be held on 22.01.2005 at 6.00 PM in the same venue.

3.      RESTORATION OF WATER SOURCES

     At present, there are 98 water sources from which water is being pumped.  Out of these 98 water sources, 86 water sources have been proved safe as per the  sample tests  conducted  by the D. D  (Health Services), Nagercoil.  In  case  of remaining 12 water sources, restoration is needed. – CARE INDIA , which  has  proposed  to  take up the restoration activity is now doing the field work. The DD (H)  along with the EE , TWAD is requested to  coordinate with the CARE in the restoration process. 

4.      The NGOs were requested to depute one / two representatives for future                meetings.

         working.
